The council is required to produce a Housing and Economic Land Availability Assessment (HELAA) to identify a future supply of land which is suitable, available and achievable for housing and economic development uses.

The assessment of land availability is an important step in the preparation of the Local Plan to 2036 and forms part of the evidence base for the emerging plan. The HELAA includes the Strategic Housing Land Availability Assessment requirement as set out in the National Planning Policy Framework.

We have recently completed consultation on a new HELAA document. This document includes:

  • revised site assessment methodology - the methodology has been reviewed and capacity assessments have been revised
  • assessment of sites submitted to the council for consideration as potential allocations in the Local Plan during the Local Plan - Targeted Consultation in 2015 and in the period since then.
