These Terms and Conditions outline the key policies for the Parishes Community Bins Garden waste collection service provided by Huntingdonshire District Council. This summary is intended to assist parish councils and residents using community bins.

1. Service Overview

  • This is a free service for parish councils.

  • Each parish council can request up to 10 community garden waste bins for use at accessible community locations.

  • These bins will be emptied as part of the standard fortnightly garden waste collection schedule.

2. Responsibilities of the Parish Council

  • The parish council is responsible for managing the bins in the same way as a household subscriber.

  • This includes:

    • ensuring no contamination of the bin

    • placing bins out for collection by 6.30am on collection days

    • ensuring bins are presented at the edge of the property where the public highway begins

    • returning bins after collection.

3. Ownership and Maintenance

  • All garden waste bins remain the property of Huntingdonshire District Council.

  • Only bins issued by the Council will be collected.

  • If a bin is damaged by the collection crew or falls into the vehicle, it will be replaced.

4. Acceptable Use

Bins must be used only for garden waste.

All waste must be:

  • contained within the bin

  • with the lid fully closed

Excess or side waste will not be collected.

5. What CAN Go in the Bin

Garden waste items such as:

√ Weeds

√ Hedge trimmings

√ Small twigs and branches (under 2.5cm diameter)

√ Grass cuttings

√ Leaves, flowers, plants and windfall fruit

√ Shredded paper

√ Cold ashes (mixed with other compostable waste)

√ Small animal bedding (vegetarian animals only)

6. What CANNOT Go in the Bin

The following items are not allowed:

X Food waste

X Plastic bags or liners

X Flowerpots and trays

X Soil, stones or rubble

X Logs or branches over 2.5cm diameter

X Textiles or general household rubbish

X Animal waste

X Compost or turf

7. Missed or Rejected Collections

A bin may not be emptied if:

  • it contains contaminated or unacceptable waste

  • it is too heavy to lift or the contents are frozen

  • it is not presented at the correct time or location

  • access is blocked or the bin is unsafe to collect.

Rejected bins will not be revisited and will be emptied on the next scheduled collection, once the issue is resolved.

8. Reporting Issues

  • Issues such as damaged bins or missed collections must be reported by the parish council or the designated contact.

  • Missed collections must be reported within 3 days of the scheduled collection date.

9. Bin Sharing

  • Community bins are intended for residents to share.

  • The parish council is responsible for monitoring usage and preventing misuse or contamination.

10. Removal of Bins

If bins are repeatedly misused or contaminated, or if the parish council no longer wishes to
participate, the Council reserves the right to request for the removal of the bins.
